It is said that the totalitarian regime of the entire world was caused by the former administrator of Black Mesa, Wallace Breen. However, as the story progresses, we learn that he is in the hands of the Alliance and does whatever he is ordered to do. The plot will unfold, giving out new twists and dialogues that will put the character in a hopeless situation. He will actually be forced to do things that will only worsen the state of things in the world. However, remember that Gordon's every action affects the environment, his position among his friends and their attitude. Enemies will also watch Gordon as he burns the Outsiders in agony and hunts the Alliance leaders. His goal remains the same - to stop the influence of Black Mesa on the world, but this can only be done when the Alliance gets out of his way.
